Destin Florida Real Estate - 2008 Market Summary The Destin Florida real estate market had a rocky road in 2008. There are some glimmers of hope, but continued signs of price declines. In summary:
1. In Destin, the "% Sold/List" (Sold to List Price Ratio) dropped from 90% to an average of 84% by the end of the year. The ratio bounced around a lot during the last 12 months, but the drop to 84% may or may not be part of a trend. We'll look at this in coming months.
2. The average sale price for Destin real estate dropped from $520,000 to $406,000 in the past year. Again, this figure may not necessarily be a trend, as the average sold price was as high as $637,000 in June.
3. The median sale price dropped in Destin from $350,000 to $263,000. Note the "median" statistic may be more indicative of market trend than "average", because "median" indicates that one-half of the sales were higher and one-half were lower. An "average" may be skewed higher due to some more expensive home sales that affected the the resulting figure.
4. The MLS (Multiple Listing Statistic) report indicates 230 days average market time for Destin houses, condos and townhomes. This figure is inaccurate, it is low. It only tracks the last listing period of the sold home. If a property were listed multiple times and failed to sell during those times, that is not reflected in the figure. Many Destin homes were listed more than once until they finally sold, and even "re-listed" by the same real estate agent.
5. The "Months Inventory" figure is my favorite. Months inventory indicates how many months it would take to sell all the improved properties in the Destin real estate market at the current rate of sales. Note the year started at 68 months inventory, or almost 6 years! It ended at 48 months inventory, or 4 years! This figure is low, because our Emerald Coast Association of Realtors tracking only looks at the last, successful listing period. Additionally, the months inventory statistic has bounced around a bit. In basic terms, a 4 year inventory means there are a lot of properties for sale, and they are not selling very fast.
6. Finally, the inventory of Destin homes for the year started at 3475. By December, the inventory had dropped to 3225. The inventory reduction has been consistent for the last four months. That may good news for sellers. Typically, however, inventory increases in January when sellers decide to put their properties on the market after the holiday season.

"Sly" Short Sale Buyer - A Cautionary Tale
My story takes place in Destin, Florida. I have modified parts ever so slightly to protect identities, but I write this as a cautionary tale for short sale listing agents and short sale sellers. I received an offer on one of my Destin FL short sale listings. It was a well-done contract with a fair price- $270,000- just slightly low, but in the realm of "workable" for acceptance by the short sale lender, Chase. The selling agent said the buyer was a single school teacher, and he provided a pre-approval letter with the offer. My seller was excited and signed the purchase agreement right away. The next day, while finalizing my short sale package, the seller called my office with potentially disturbing news. He said his neighbor mentioned to him at the mailbox, that she received an offer on her own identical floorplan short sale home- from the same agent on the very same day, from the same buyer, the "school teacher". The neighbor happened to be a real estate agent. Concerned, I immediately called the buyer's agent. "Is this the same buyer? Does he really intend to buy two homes? Or is he playing games with my seller's time and my time, waiting to see which offer was accepted and a better deal from the respective short sale lenders? Would he use the ‘as is with right to inspect' clause as an out on buying the house he didn't want? Does he understand both of these properties had to go into ‘pending' status with our Board of Realtors?" Very dismayed, I got uneasy answers from the buyer's agent. He said with a chuckle "Yes, he would buy both homes if both were accepted. (On a teacher's salary?) Oh, and don't you know, Wendy, that this is what you should do anyway, this will help you out to see what the bank will take. This is how short sales are done", he instructed me. I explained to him that both houses had to go under deposit per our board rules, and if the buyer was really playing games, there would be serious consequences for one of the sellers. I hung up the phone and called the neighbor, the real estate agent. She told me her suspicions were the same as mine, that the buyer was basically using each seller, and that she had unfortunately signed her offer, too. She was going to speak with her attorney. I called my seller, and he said he did not want to proceed with the contract unless the buyer decided "which home" he wanted, and to tell the agent to tear up the other contract, or he might have an ethics violation. The analysis of this situation is indeed disturbing. The buyer has every right to make an offer on as many properties as he wishes to purchase. He also has a built-in "out" with the inspection clause, and can easily trump up an acceptable defect to nullify any contract. But, is his intent legal, if he cannot perform on all his contracts? This story has yet to be completed. When I left my last message with the selling agent, his voicemail said, "Thank you for calling Josh, your ‘honest' Realtor in Northwest Florida. God bless. #1 Lesson to Salespeople: Tell the Truth
 Yesterday a salesman and his associate walked off the street into my Rulnick Realty office, carting a bunch of meat for sale. I didn't send them away, and say "No soliciting". Believe me, I give anyone credit trying to work hard to make a living, in any economy. The salesman said, "I've got an overrun in my steak shipment, and am trying to sell the rest for $3 a piece-- they normally go for $8-$10 each". We were really busy at the office, I had just hired a new agent, and I only had a quick moment. I thought that price sounded like a deal, and it would be nice to bring home a steak for dinner that night, and to help out the salesman. I told him, "Sure, I might buy a steak for $3. This isn't a sales pitch, is it, where you're going through a sales program with me?" He told me it wasn't, and asked where he could show me the steaks. I was in a huge rush, but grabbed my pocketbook, finding exactly $3 in it! I brought him into the conference room, and he opened up a box. He laid out about 30 steaks wrapped in plastic, and he started describing them. Uh-oh.... I could see where this was going. I said, "Sir, I really don't have time to listen... I am in a rush." That didn't deter him, he continued on telling me about all the steaks and the quality, etc. I pulled out the three dollar bills from my purse, and waived them at him. "OK", I said, "I'll take one". What happened next was very weird. Both he and his associate looked at me, and looked at the dollar bills in my hand, up in the air, gesturing to give them the money. They just stared in silence. Finally, the salesman said, "We won't sell just one, you have to buy the whole case." I immediately shooed him out of the office. Lesson #1 in Sales: Tell the Truth. It's Wendy! Countrywide Wants Short Sale Buyers' Social Security Numbers
I have two interesting short sales in process with Countrywide. One is in Destin, Florida, the other, Navarre, Florida. In both of these cases, Countrywide is asking for the buyer's date of birth and home address. In one of the cases, they want the buyer's social security number. Why does Countrywide want this new information? Apparently, in Short Sales where their loss is greater than $250,000, Countrywide does a background check on the buyer to ensure he is not related to the seller. In one of these situations above, the buyer is refusing to provide his social security number. He feels that his privacy, identity and more would be at risk by divulging it. And it would be. I don't blame him. I have been trying to resolve this issue for three weeks. Finally, today, the negotiator called me and said the deal would be "off" if he didn't provide the information. I told her I needed more substantial explanation for the buyer, as I didn't want to waste the four months of time we already invested in the transaction. She put her team leader on the phone. He said "We do not need the social security number, just the date of birth." He also said that Countrywide wanted to ensure there was "No benefit to the seller through the buyer's purchase." When the negotiator got back on the phone, she seemed flustered. I told her I provided that information to her three weeks ago, and repeated it again. She said she "would call me right back". That was two hours ago. In any event, if Countrywide is performing background checks, they ought to disclose that to the buyer. Anything less is a bit underhanded. It's Wendy! Citi Residential-You Want WHAT?
Citi Residential is supposedly one of the few lenders who works with the seller at the beginning of the Short Sale process. At least, they used to. In my case, a house listed in Navarre, Florida, where Citi Residential (not Citi Mortgage) was contacted by the seller at inception of the process, had a pro-active appraisal done, and bi-weekly check-in calls by the company to find out how the Short Sale was going. The second was GMAC (worthy of another blog or three). Anyway, I thought "Great! This will make the whole process easy". Not so. We received an offer in May. The Citi Residential negotiator was receptive to an emailed contract, HUD, etc. He wasn't easy to reach, but that's not unusual in Short Sales. After a few weeks, he required more detailed information, and I faxed him a 42-page package. A few weeks later, he said the price wasn't high enough. I sent him proof that the offer was actually slightly over-market. A few weeks later, still no actual "counter", so I continued my phone calls and emails. The rep was on "vacation". The substitute rep asked for the proof of market value to be re-sent. I did so. A couple weeks later... Phone call from Citi... The rep is "no longer with the company. We have to start at the beginning. We need your letter of authorization and listing agreement, then we'll tell you what we need to do the Short Sale." "You are KIDDING?" I ask in polite and incredulous terms. They are serious. This is ridiculous. So, yesterday I faxed in the listing agreement and letter of authorization-AGAIN. Today they fax back they want all the standard Short Sale items, PLUS Preliminary Title Work and a Termite Report. And, the rep called me on the phone to say they also want the "written approval from GMAC" before proceeding. (Of course, GMAC won't give written approval until they have approval from Citi.) And who is going to pay for the termite inspection and preliminary title work? Bottom line is their new requirements are going to lose many opportunities for sellers to do Short Sales. It's Wendy! Multiple Offers- Foreclosures
Yesterday I was in the midst of a multiple offer situation. The property was a Destin foreclosure, a condo near the Gulf of Mexico. There were two offers, and the seller, a bank, asked for "highest and best offer" from each party, a standard practice in the foreclosure industry. While driving back to my office from an appointment, I received a call about the condo on my cell phone. Here is the conversation, I have changed names for the sake of confidentiality. Buyer: "My name is Joe Garbled and I am calling about your Piper condo! What can you tell me about it?" Wendy: "Are you an agent?" Buyer: "No, l am a buyer". Wendy: "Sir, there are two offers on the property. It may be sold by tomorrow..." Buyer: "Is the offer cash? Is it under 180,000?" Wendy: "Sir, I cannot say. Do you want to make an offer on the property?" Buyer: "Yes, but is the offer cash? Is it under 180,000?" Wendy: "Sir, I am driving now, cash doesn't matter to this bank, they want the best net offer." Buyer: "Call me when you know something!!" I thought the call was quite strange, and it put me into a delicate situation regarding disclosure. The seller had not instructed me to divulge price and terms of either offer. Anyway, I proceeded to follow up with each of the buyers' agents to make sure they had received the multiple offer paperwork from the foreclosure bank. Agent #2 said yes, but his buyer wanted to call me directly to ask me some questions, and he told him not to. I asked, " Is his name Joe?" " Yes". It's Wendy!
